The governmental entity will send the funds to our third party administrator (Pelion Benefits). Once Pelion Benefits receives the funds, they will send the participant a welcome letter via the US mail. The welcome letter will have an account balance and online account login information.
Qualified expenses include any expense listed on the IRS Pub. 502 including post tax insurance premiums. To get reimbursed, submit an Explanation of Benefits (EOB), receipt, invoice, or insurance premium notice (bank statements aren’t accepted). If the health insurance premium is paid with POST tax dollars then yes. If the health insurance premium is paid PRE tax dollars then no.
Reimbursements can be received by check or direct deposit (set up via ACH Direct Deposit Form). You can access your account online anytime or by contacting Pelion Benefits directly.
Pelion Benefits will only send tax documents if you are directed towards the special pay plan 403b/401a. HRA plans will not receive tax documents as there is nothing to file with the IRS for the participants.
A Special Pay Plan is an employer-funded retirement plan, often for public sector, government, or non-profit employees, designed to hold special compensation—such as unused sick/vacation leave, severance, or retirement bonuses. It allows both employer and employee to avoid FICA and Medicare taxes (7.65%) on these, one-time contributions, while deferring income taxes until the money is withdrawn.
A FICA Alternative Plan (often called a 3121 Plan) is a mandatory retirement savings plan for part-time, temporary, or seasonal public employees who are not covered by a state retirement system. It acts as a substitute for Social Security, allowing employees to contribute 7.5% of their pre-tax wages to a personal account instead of the 6.2% after-tax Social Security tax, without reducing take home pay.
